Personally, I wouldn’t mind if CA increased taxes on consumption.
For example, gas prices are ridiculously low now…It would be a perfect time for CA to pass an increase in fuel consumption taxes on consumers (excluding government vehicles, buses, public transportation,etc).
Increase sales tax by .5% would be another thing I think would be also opportunity.
Also CA should pass a law, that all purchases made on the internet shipped to CA is taxed with the state sales tax rate.
State is broke. It needs money. What folks use should be taxed per basis of individual consumption. Folks would have the option to either consume less or pay up.
Of course, it would take another decade for anything in CA legislative to pass.
