More than likely you do not need a permit to host your friend’s wedding at your home, it only becomes a business when you charge money, advertise, etc. It’s best to talk to and/or invite any neighbor that would be impacted. Most neighbors are cool with the “once every few years” kind of thing but will not be cool with a wedding factory next door. You probably wouldn’t like it next to you either.
I do not know exactly where you ended up buying, I thought you were looking ont he West side of the freeway. If you ended up on the East side, especially if you are in the boundaries of the wine country, the path to the permits is easier there because it is zoned for that in most areas. There are probably a dozen weddings a day out there during the spring and the wineries have the facilities for receptions, food, night weddings and liquor licenses.
If you are in an entirely residential area and not surrounded by vines or orchards, keep in mind weddings can be loud. Bad dancing, taffeta and wedding bands/dj’s are only enjoyable to those who are drinking, even then it’s debatable.
