Miles per year is terrible — there’s no way to reliably track it without destroying people’s location privacy. You’d need a GPS tracker on every vehicle for this to work reliably, which is a God awful fuckin idea.
Better to tax tires as a proxy for miles driven and weight. Or just tax fossil fools for road use and essentially subsidize electric cars.
