Not exactly. Read the other part of about mini cars crashing into stationary objects. Smaller car => less energy absorption.
Of course, the real solution is really
1) Make it more difficult for people to get licenses (stricter driving tests)
2) Reduce highway/freeway speed down to ridiculously low speeds
