It would be the number of unique cookies. It is very hard to ‘miscommunicate’ a number that a computer prints out. There has also been a lot of money spent to make tracking of web visits accurate. For many other sites, it is important financially. A ‘computer glitch’ is very unlikely in terms of tracking.
