I’ve always thought the “cell phones off” rule was probably kept in place to keep people from being annoying on phones, talking way too loud and irritating other passengers. It is passed off as a safety rule to get people to comply.
Maybe a point in time long ago it was safety related, but that issue has no doubt long since been resolved.
