It is understandable that people don’t want to pay high MR and HOA and move to other ares. Some people like to build whatever they want in their yards and around their house so they don’t like HOA. But you may worry your neighbour to plant a big palm tree next to you and crash your roof when the strong wind comes. It is your own risk.
Higher MR is for building the facilities around. If you don’t use the facility there often, you don’t want to live there. People live in other areas and go to La Jolla, CV, Del Mar during weekend. They don’t pay for MR there but they can use their facilities. It is cheap idea but it is always the case.
