It is the only road that goes in & out of those communities, and it had to be built at the same time as the houses (2003), if not earlier. Certainly not in 2006. My son was going to day care in that area starting mid-2006, and the road was already there as far as San Dieguito Road. The segment between San Dieguito and Paseo Del Sur was finished later (not sure when).
