By the way, the Pentagon and Civilian Response organizations write contingency plans for just about everything under the sun. During the unrest of the 60s all sorts of stuff was planned regarding mass civil disobedience.
During the 50s it was Nuclear War.
Terrorism has been the latest fad to get lathered up about. If you go back to most of the reports published in 2002, you’ll read about how these organizations are totally unprepared for “ABC” or “XYZ”. Insert the latest ‘FOM’ (fear of the month) into ‘ABC’ or ‘XYZ’ and the reports read pretty much word-for-word.
