It could be very annoying; which is one of reasons I would I’d prefer townhome personally – no one above or below.
You might want to check with your HOA to see if there are any regulations; usually condor HOA would post some restrictions on interior remodeling – hardwood flooring is a typical one under the regulations. If the violation is reported, HOA has the very right to force your neighbor above to make the change.
