If the intent is to say that Bush wanted to limit the gse’s,therefore he is not responsible or equally responsible for this mess, I think the case is ruined.
There was more than one horse in this race and the reins were dropped on all of them. Bush failed to trip up one of them, gse’s, but all of them ended up on steroids, including his picks.
