If he keeps coming back, there’s something about these houses that he likes. No street lights or outside lighting maybe? Thick bushes blocking the view of the street? I second the motion sensor lights.
Unless your dog is a BIG SCARY one, he will be the only one getting hurt if he attacks a big dude. A small yapping dog would be better than a medium sized brave one.
Thumbs up on the Remington Tactical. There are much less lethal rounds available if that’s your issue with using one.
