Though they are primarily for commercial sales (large volume), they use to do individual retail sales too.
At the time, they had the best price on a specific carpet we wanted to get: Stainmaster Xtra Life Tactesse- Washington Square Ivory, which is a soft berber type carpet.
I think they were doing this for about $30/sqyard include padding and installation, while other places were asking for $33-36/sqyard for the carpet alone (no padding no,install). You could haggle with them as well. They have flooring too, though I didn't put any new wood down. Install was great (not that it's that hard to begin with ). Carpet is great, except with a 2 year old, I sort of regret the Ivory color decision.
That was about 4 years ago though, I don't know if they are still selling to consumers directly.
I think normal home depot was a waste of time, because the carpets were expensive and the quality wasn't too good. You have better luck browsing at the Home Depot "Expo", though again price was ridiculously high. Just note the brand, color, and manufacturer sku, and go to other carpet places to compare.
