I agree with esmith. Prop 98 is much stronger on limiting eminent domain for use with private land. Prop 99 is not expected to significantly alter the practice, as I believe it protects residences only, but not businesses etc. I also happen to agree that rent controls creates a mess in the rental market. Prop 98 won’t suddenly force a bunch of fixed-income people to have rent raised on their rent controlled properties, since it will remain rent controlled indefinitely until the occupant moves. I do believe that landlords should be able to charge fair market value for their properties and raise rents accordingly.
IMO prop 99 is a way for private developers to continue to abuse eminent domain (which in my mind should be limited to public use only) and make the legislature give the appearance that they are helping. If both props pass then the one with the most Yes votes will be put into law.
