It’s the military and as such they are not bound to any noise ordance (or FAA). I used to stay pretty plugged in to the noise studies done quartley for San Diego Airport because I lived in Point Loma. A quick search of the web did not reveal any kind of dBA level of noise for Mira Mar.
Lastly, they do fly on the weekends.
10 years ago after a night of pub crawls I was staying with friend in the UTC. At 6 AM 2 sets of two flights went out over the UTC at full AB. I thought “my god the noise”… My friends were sleeping right through it… I guess ppl do get use to it but when I lived in PL I never set my alarm because the first departing aircraft would go over my house at exactly 6:31 am.
