Forget the buisnesses, I work like .2 miles from there, and this is like the one time per year they actually patrol the lots on weekends looking for people who shouldnt be there.
You may try the parking area by del mar/torry pines beach. If I remember right it is like $8 for the day and not a bad walk up the hill. It shouldnt be too hot this weekend, so go early and it could work. I saw some people doing it last year.
