You really need to look at it from the national perspective. California DOES have a problem with excessive prison spending, because it’s #1 in the country by spending per prisoner, separately in healthcare and non-healthcare categories. Obviously the job market isn’t that great over the past two years. You can’t say that $20 an hour cash jobs were never available or won’t be in the future once the economy turns around. Look at it from a perspective of a normal market. It isn’t that hard. Bottom line, those three months can be used to make additional money which increases the yearly figure.
