Does anybody here understand how the City of San Diego has managed to avoid declaring bankruptcy?
Off-book accounting gymnastics, it would seem to me. SD deftly avoiding bankruptcy will be like Bernanke maneuvering us out of a credit meltdown.
Interesting comment re: WPA programs, Allan. Maybe it would pay for itself. Keep the jobs, production and investment here at home, benefit the regional ecomomies (versus overseas).
