I think it’s at best misleading, if not fallacious, to imply that stable government and rule of law go hand-in-hand with having safety nets for the less fortunate. Especially when the definition of “less fortunate” is so subjective (e.g., a person defined as “poor” in official statistics in the US is very likely to have a car and a cell phone, while in most of the world owning those two would make you middle class).[/quote]
Can you cite any examples of countries that have unstable governments and no rule of law…and also have social safety nets and a history of non-publicly-funded scientific discoveries and innovations?
