56 is congested during rush hour as far back as the last Carmel Valley exit, and it can be backed up halfway to Camino Del Sur. I try to stay away from 56 if I have to be in UTC before 9:30. (You might recall from my old posts that I’m all the way in Escondido and I take 15 to 52/Miramar/56 to work. Miramar from 15 to 805 is no more than 10 minutes, even during the worst part of rush hour.) Hence, if I were to buy a house closer to work, I’d be willing to pay extra for a house with direct access to Carmel Mountain Road onramp to 5.

There is a total of 1 surface street that connects 92122 north (jobs) and south (houses), namely, Genesee, and it’s two lanes each way and it’s badly congested during rush hour. The second surface street that might connect eventually is Regents, but NIMBYs of 92122 have been quite successful at blocking the construction of the Regents bridge over the canyon.
Freeways through 92122 are congested by everyone who lives south of 92122, including even people who live in Chula Vista.
