In your first link, I assume from the new construction area the OP is considering, his spouse can take the “service road” from Carmel Valley to/from work (alongside I-5), and arrive at UCSD quickly, assuming she works in the northern part of the campus.
My experience with a popular “service road” in South County (Nat’l City) is that it is congested with drivers all trying to go north in the am’s and all trying to re-enter the SAME I-5 entrance ramp during the rush hours.
