Slowly cut off all assistance to anyone thats undocumented.
Be prepared to go onto Mexican soil if Mexico can’t deal with it herself.
Legalize drugs.
If it’s to the point that Mexico cant help herself then we should invade rather than give handouts under the threat that we will cause them to starve.
