They have done that. The republican majority in the house has passed bills repealing the ACA over 30 times. None of them could ever get to a vote in the Senate and there is no chance of the president ever signing it into law, nor any chance of a veto proof majority in either chamber of congress. The first time may have been a nice show. Every time since then has been no more than a waste of time and money.
