The water could be coming from several properties over maybe a big apartment. See if you can find out if the neighbors have the same issue. This is not an extremely rare event. Well I see you say it’s on the high side of the street. Maybe a nice french drain down to the canyon would help, lots of people put them in because the clay soil doesn’t percolate well.
