I recall back in 2001 when Mr. Kucinich introduced legislation that essentially banned ‘chemical spraying’ from high altitude aircraft.

He was marginalized then. Curiously though, while on the one hand being called a nut; on the other there were apparently many behind the scenes neocons vigorously opposing the legislation.
