I am referring to the homes not the buyers. Eventually those homes in the CFD’s will be on more equal footing. By the time the CFD’s are paid off many of the homes in them will have turned over a few times just like the home sin the non CFD areas. Those newer areas will continue to be favored by newbies who look for homes and communtieis mroe similar to what they came from in other parts of the country. SD is not an urban city with a big downtown core like SF or other places you mention. It is not the newbies who abandoned downtown leaving it for the Hookers and Homeless it is the long time SD residents who never developed a proper downtown and let it rot in decline.
