I can’t help but wonder if this VAT thing is coming up to allow Congress members who are up for re-election this fall a chance to look tough on taxes.

I can just hear it now…

Obama: Look, I’ll appear to open the door on VAT and you guys slam it shut.

Congress: Great idea! Then we can advertise that we opposed the VAT! We’re tax-fighters!
