That was not the UN calling for anything. That was a bunch of academics writing a paper sponsored by one of UN’s subcommittees, expressing an OPINION that maybe things will be a bit smoother in future if dollar loses its reserve currency status.
It would take much more than an academic paper to force central banks of the world to change the way they do things.

You’re contradicting yourself. Will there be a dollar crash or not? If the answer is yes, who cares if currencies are manipulated – put money into forex futures NOW – the market is obviously wrong and you’re right! Next thing you know, you’ll be buying an oceantfront house in La Jolla.
