You think wrong. It was for the US as a whole. Here’s a memo regarding 2007’s CA property taxes, which amounted to about $45 billion.
But before clicking on the link, ask yourself something: If CA has a $145 billion budget, how can it not be balanced with $400 billion of property tax revenues?
