I will also say that I do not mind killwinds post nearly as much as svelt and some others are sure to. Debating if this is a proper use of taxpayer money is an acceptable thing to do, even if it is about the disabled. A number of other alternatives were proposed which would benifit a larger and more diverse group of people. 800k is alot of money to spend on 6 peoples benifit.
The thing I would respond back with is that this money has been allocated to this type of project, and is not general fund revenue that could be used for any project. Please see below:

Carlsbad in February 2008 to help them acquire another home in Carlsbad that could be used to
house up to six clients with autism and developmental disabilities.
CDBG funds are provided by the federal government to assist communities in meeting the needs of
low income households of all types, including those with special needs such as the disabled.
As such most of killwinds deserving alternatives are not elegable for this money.
