Good point sdduude on some level, at least partially, they probably are doing what you are saying…trying to take care of them. To be cynical maybe they are just trying to get rid of them without facing jail.

I found mentioning the bushes along the side of a Freeway to have better effect than say, a park or some nice hills. Don’t do it in sight of any place with candy or playground equipment.Even kids have their priorities.
