That not too unexpected. Even if 4S schools are full and cannot take any students from outside of 4S, that wouldn’t stop more private school from popping up, since the demand is there. With a voucher system and letting parents have choices between private, public, and charter schools, I would think more charter and private schools will get created. The voucher system would actually fix the problem you described with people living right outside of 4S MR boundaries. They can send their kids to private schools closer to them for no additional cost. I’m sure they’d prefer that too.
