    Does anyone know how to get a hold of the CC&R for Poway’s planned communities? According to Poway’s zoning maps, there are planned community (PC-1, PC-2, etc) zones that have different regulations than normal residential zone (RS-1, RS-2, etc), but doesn’t say what the regulations for the PC zones are (at least I couldn’t find it). These are areas such as Rancho Arbolitos (Twin Peaks & Ted Williams) that have no HOA but are in a planned community zone. I’d like to read over the CC&R and make sure there aren’t draconians rules in place. Can someone point me in the right direction? Any familiar with the Rancho Arbolitos area in Poway?

    And how does it work when there are CC&Rs but no HOAs? Who enforces the rules?

    In general I think the City is a much better way to handle CC&R’s , and there is no HOA fee’s that go up every year no matter what as well.

    Any ideas? I guess I could go visit the Poway city hall and ask about zoning rules / CC&R for planned community areas.
    It might be neat to have a pet pig… Poway normal residential zones allow them :p
