If it’s owned by a private party, it should have an APN parcel number. Start by visiting http://landinfo.sdcounty.ca.gov and poking around, perhaps enter the address of the house, I recall seeing a mapping tool there somewhere (it may be down at the moment …) Once you have an APN, name of the owner can be found on http://www.sdtreastax.com. Mailing address is trickier to get, you may need to go to the county clerk’s office in Kearny Mesa for that.
