I drive the 15 every day from downtown San Diego to Escondido. The recent decrease in traffic on I-15 at rush hour has been dramatic. A few years ago I couldn’t leave work to head northbound until about 6:45 or I’d face a one hour or more 25 mile drive. This week I’ve left at different times (2:30 to 6:30) and don’t use the brake at all. This southbound trip in the AM is similar.
I assume this is attributable to a combination of:
1) SDSU and other colleges are out (traffic is always better in the summer).
2) Military forces are deployed.
3) Fewer people are working (largely in the real estate and construction sectors).
4) The increased price of fuel has curtailed driving.
Although his presidency has been a complete failure, GWB and the neoconservative policies have accomplished one thing that I’d never thought I’d see again in my lifetime – Traffic on I-15 is now comparable to what it was in the 1980s.
When I lived in SD, the correlation between recessions and peak hour freeway traffic was near 100%. But I visited and drove on 15 North and 5 South on a Friday evening a couple of weeks back and it was almost as bad as anytime I remember. You may be right; But I haven’t seen it yet.

I heard on NPR that public transportation services are getting record levels of commuters, so much that they can’t handle the load. They also stated that the highway traffic is drastically reduced because of it. So your #4 is correct, according to them.
