I happened to call the SD county assessor’s office yesterday and they have a backlog of 12,000 applications for reassessment. Be prepared to wait if you request one.

Only three houses have been for sale in my neighborhood in the last few months and only one has sold. Somebody on here (I think) said you might be able to get your original appraiser to reappraise at a lower fee because he’s already done all the measurements and stuff. I may go that route. Then again, he’ll have trouble getting comps, too.
