IMO the best sushi isn’t downtown but there’s a good one there: Taka, On 5th street just south of Market. Make a reservation and leave early to find parking (especially if there’s a Padres game going on).
A funny note: the sushi chefs, who are all Japanese, are big-time surfers. I’ve seen them at PB point and at Black’s.
