It was me and yes it was obvious- but I felt like some forgot that small point-that some of the doom suggested by homelessness was a result of doom somewhere else in the nation,NOT California or San Diego. They just end up here because of the weather and relieve wherever they came from the burden of providing services and pan handling space.
