Do they mean 2.56 gallons per flush, since you need to flush twice for them to work?
Solution: get the cheapest low-flush terlit possible, then replace it with the real thing afterwards 🙂 Maybe there could be money in a toilet rental service. $100 flat fee for delivery, temp installation, and replacement of low-flush bogs.
BTW, what’s up with the 1.28 number? Was some legislator a coder in a past life?
Edit: it looks like the inspection requirement is already in effect since 2014.

But the new low flow toilets works very well. The $100 glacier bay at Home Depot work well.
Faucet already have built in restrictors
I hate many of the building code stuff but, all in all, resource conservation is a good thing.
My building is slowly replacing neon lights in the garage with LED and I love it. They will do the hallways later.

This is the minimally bureaucratic and intrusive way to enforce conservation.

I’m sure if we build 10 desalenation plants and recycle our water, there would be plenty of water for everyone. We can also do what Hong Kong does and use salt water to flush our toilets. We can also use salt water to take showers. After, that’s what we do when we add water softener to our house. There are plenty of solutions to this problem.

It does not take more flushes. The new toilets are very good. Plus they sit higher and are more comfortable. I composed many Piggington post sitting on one.
I agree in shower part.
Old toilets are 5 gallon BTW

OK, but right now, the plants don’t exist. Also, the plants take energy to run. Unless it’s coming from clean sources (renewable/nuclear/hydro), the water coming from them is environmentally expensive. Note that California is too ‘fraidy-cat to build more, modern nuclear power plants.
Funny you should mention salt water showers — quite a few old hotels at the Jersey Shore had salt water taps in their tubs, since bathing in sea water was considered healthy.
But practically, not everyone wants salt drying on their skin, and I suspect that seawater would also be hell on valves and copper pipes.

Very easy to get around. I have a very nice tropical rain shower head hanging from my ceiling. But I do think we should save water at the toilet and the sinks where the experience is the same low flow or high.
The rules are made for the average wasteful person. I don’t waste because I can. Only if my experience is noticeably improved.

If you really want to do the math, you’re going to have to count how many times you go #1 vs #2.
