Sight hijack: That “world” that you speak of here, sdr, is prevalent in another very affluent small city in SD County as well, Coronado, but not in the WAY you have posted here (or haven’t posted here, for the sake of detail).
My kid, who attends HS in SUHSD has had several elementary school chums whose parents obtained interdistrict transfers for them to attend MS/HS in Coronado Unified, thinking the “education” offered there would be much better. By 9th and 10th grade, several of these students were yanked out by their parents and placed back in my kid’s school (their school of residence) due to DRUGS everywhere at CHS (i.e. drug-addicted schoolmates, numerous kids stoned in class, unsupervised homes after-school where drugs were used, open campus where drugs are easy to smuggle in, etc).
There’s an old saying around here, “The ‘nado kids (and their parents) have more $$ than brains.” Sad, because many of those kids are from active-duty military families and some are the kids of very high-ranking Navy officers.
Moneyed environments are not always the wisest places to raise kids, even if you can afford it :={

There are also quite a few very wealthy families from South of Border living in nado. Seems to be a bigger issue there than RSF.
