Where was the FBI in all this. Remember the CIAs charter is to only investigate foriegn subjects. If, in its duties, it discovers a citzen it must engage the FBI to further that investiagtion. It cannot investigate that citzen on its own. That is illegal.
So if the CIA was watching this guy without the FBI there should be other inquires.
