Isn’t there a difference between how much gets printed and how much actually gets circulated? With all the money that has been printed, I think we should have inflation by now. I think the circulated part is what’s holding things up. Am I mistaken?

A commonly used measure of money in circulation is M2 — that’s what I used in the article referred to by the OP. Here is a chart of M2:
