I am considering relocating to San Diego from Oregon. However, I am concerned about the illegal alien situation. Is it a safe place to live? I do not want to live in a hostile atmosphere.

Could you clarify this ?
Are you an immigrant and worried about hostility towards immigrants or are you worried about hostility from illegal immigrants.San Diego has a population of around 3 million people. Like any large city there are many safe places and some not so safe areas.

I live in Hillcrest (uptown) and crime is definitely an issue. I was mugged a few years ago and witnessed a stabbing of an elderly couple just a few blocks from my apartment. The gay community hires private security guards to patrol the streets.
We have lots of military, migrants and homeless, so yeah it can be downright hostile at times.

Do keep in mind that I believe we are the car theft capital of the USA. As for illegals, you probably should worry more about their drunk driving. We’ve had a couple of high-profile drunk driving cases in recent months involving illegals who killed others with their cars/trucks.
Hillcrest and Pacific Beach are very cool areas, but I would not live in either one of them anymore because of the crime. When I lived in P.B., I was burglarized twice and my neighbor was raped. And one infamous very early morning (when it was still dark), a guy who had robbed the gas station behind the house we rented ran past my husband, who was loading his car. The guy had a gun and a bag of money. At least he said, “How’s it going, man?” to my husband!

I tend to pay more attention to North County, but what I know of in that area is that Poway is extremely quiet for crime, but the decent areas are mostly single-family houses in the $600K-900K range. There are apartments, but they’re pretty dubious-looking, most of them.
Rancho Bernardo is fairly quiet for crime too, but not as much as Poway. Stay away from Escondido, period. If you are really well off, you can rent a place in Rancho Santa Fe.
The beach communities, and the areas south of I-8 and north and east of Balboa Park/downtown tend to be high in crime, as confirmed by the ARJIS maps above.
If you can, rent a place now and wait a year or two before buying, it looks like you will be able to get a better price.
