I think that scavenging, however, is illegal because the trash belongs to the trash collectors. I believe there was a court case about people stealing recyclable cans. The curbside trash belongs to the trash collection company or the city (if the city does the trash collecting).

Guestpatiently, thanks for the link. I came late to the program, so I wasn’t aware that they were taking a political stance as well. I figured there was more to it though because these people weren’t poor and could afford to buy food.
