Putting every egg into infrastructure improvement to me seems rash. I would settle for at least some in infrastructure improvement and some in the private sector.

Just raise the tax on gas. That lightens traffic right there, without any environmental degredation! Simple fix and no multi-billion dollar expenditures need be made.
On another note, hybrids are a total red herring. So instead of dependence on foreign oil, you are toting around hundreds of pounds of lead acid batteries (charged by mostly coal fired power plants), how is that more environmentally friendly? The only real solution is less driving, but somehow no one ever wants to do that.
