Alas, we all thought that way in ’97, when the County Supervisors (same ones we have today) brought in a new young “henchman-type” CAO. He lasted in there just over a minute and a half. But not before instituting an exorbitant and arbitrary cash “Bonus Plan” for all unclassified management positions. This practice outlived his tenure by a few years.

But not before instituting an exorbitant and arbitrary cash “Bonus Plan” for all unclassified management positions. This practice outlived his tenure by a few years.
