Don’t worry, the Govt/banks would make sure that these many houses won’t come in the market as foreclosed.

That’s because the “recycling” of peak purchases has not yet completed.
What do you expect? Put yourself in the shoes of the sellers. If they can’t get what they “need”, then they may as well let the banks take the f’ing houses.
There’s nothing for the sellers to lose but their good credit.
You need to let the “recycling” process play out first.
But if you want to buy an “affordable” house now, then you have to deal with the delays. Don’t get frustrated and emotional about ownership. Think of it as fun and an educational experience.
