Can’t people at least choose to participate in it rather then be fined?
I would LOVE not to pay for auto insurance but I have to. If I don’t ‘participate’ in getting auto insurance I will get in trouble with the law.
Why?

Because the government told you to.
Well the govt told us to because some drivers chose not to get auto insurance. And it resulted in insurance companies paying more to their insured customers in order to cover damage caused by uninsured drivers.
Doesn’t it sound familiar? Hospitals (ERs) making up their loss from (uninsured) ER patients by billing higher amt to their insured patients?
