My friend lives in the new area just one block away from the Navy Yard subway station, by the Nationals stadium (rent, of course). I drive to Adams Morgan, Georgetown, Dupont, Pentagon City, and I can easily find parking spaces. So I don’t have much incentive to take the subway which would take longer and not be as convenient.
Yes, DC has some nice walkable neighborhoods. But… the area is very large. Invariably, you need to run to Virgina, Maryland, and back, etc.. so you need to own a car.
In San Diego, you may live in North Park or Downtown, but if you have friends and family who live in Penasquitos, then you need a car, no other way around it.
In NYC you can dispense with a car altogether. Your friends likely don’t have cars either so you tend to stick together and meet up nearby. That’s what I consider walkable. But that’s just me.

I’m sure it’s not easy to have to rely on the bus in the UTC area.
And not owning a car makes it hard to just decide to meet friends for dinner somewhere this evening on the spur of the moment.
