The city should have had a plan since the Laguna fire in the 70’s, but our city official are incompetent and the public refuses to fire them all every 4 years.

They do not do a good job when the fire is raging, why should they be expected to do any better in the aftermath. It is like the failing schools. Their answer will be to ask for more tax payer money to fix the problem. The problem has to do with competency, not money.
